According to a study from the Wisconsin Policy Research Institute (WPRI), Wisconsin loses relatively few wealthy retirees to other states, and changing income tax laws to attempt to keep them would be too costly. Many states have made efforts to use state tax policy to attract retirees. Nine states have no or almost no income tax. Three states have no tax on all forms of retirement income. Fifteen states offer some form of pension exemption from income taxes.
