This report notes that business leaders are losing the confidence of their communities and customers after a spate of corporate scandals and says that, despite this, they have been slow to act on the lessons of Enron, Tyco and WorldCom. The study is based on responses from 277 organisations, 58% of whom do not have a CSR strategy.

It is the view of The Work Foundation that the government's 1998 policy is now untenable. This document sets out its contribution to the enquiry, outlining a number of areas where it seeks change, backed up by appropriate examples and arguments. These include increasing the state pension, compulsion, a more realistic view of what non-state pensions will yield, government-backed mutual insurance and a call for the government to take action to close the gap between early retirement and the state pension age.
