This paper is intended as a starting point for further debate on savings incentives in the UK and to raise questions that could be considered in further research. It looks at the rationale for savings incentives, how they impact on the decision to save and on the decision of how to save. It examines in detail the current system of tax relief on pension contributions, how much it costs and who benefits most. It also considers some alternative proposals for incentives for individual saving, highlighting advantages and disadvantages of each approach and quantifying the potential impact individuals with different income and savings levels.
