The strong returns across global equity markets drove a powerful rebound of US tax exempt cross border assets in 2003, after three consecutive years of decline. Total US pension assets invested overseas at the end of 2003 were $870 billion, and its percentage in total US pension assets was 14.3%, both all time highs. The researcher forecasts that the total US tax exempt assets invested in cross border mandates will approach $1.1 trillion in 2008.

After three calendar years of double digit negative returns, the median manager in the researcher's preliminary non US equity peer group universe returned 38.0% for 2003, just barely underperforming the EAFE index return of 38.6%. This was the highest median manager return since 1986 when the 12 month return was 60.0% (following the 55.9% of 1985).
