According to a quantitative study carried out on behalf of the Fabian Society as part of the Hanover@50 debate project, the Government should adopt a "presumption of equality" in relation to public policy for different age groups. The report supports the proposals for a universal state pension uprated in line with rising living standards, but calls into question the "triple lock" protection for the state pension, arguing that it should be replaced with a "smoothing scheme" which guarantees against a very low pension but ensures pensions do not exceed earnings over the medium term.
