The CRA International report compares the two alternatives for personal accounts suggested by the Government's White Paper published in May 2006. The key difference between the two options is the centralisation of customer administration. The report finds that there is little justification for centralisation as there is no apparent market failure and neither is there evidence of economies of scale continuing to the extent of needing a single provider. Other areas covered by the report include the role of the default fund,the use of a limited panel of providers, the impact of price constraints and the interaction between personal accounts and other markets. The report should be read in conjunction with the CRA International Report on Branded Choice in Personal Accounts.

The CRA International report, commissioned by the Department of Work and Pensions, examines the potential value from having competing private sector brands in the personal accounts market. The report finds that there are some benefits to limited branded choice, for example where a consumer experiences poor customer service or when they gain more experience in the sector and want to play a more active role. The findings from the report have been incorporated into the recent Government White Paper on pensions and should be read in conjunction with the other CRA International report, Competition in Personal Accounts.
