The Center for State & Local Government Excellence has published an analysis of the effects the 2008 economic downturn has had on state and local government pension plan funding. The report, entitled "Funding of State and Local Pensions: 2009-2013", finds that state and local plans were knocked off track by the financial crisis with their funding ratio dropping to an estimated 78% in 2009 from 84% in 2008. Funding will likely continue to decline to 72% by 2013 since reversing will be difficult due to plans facing constraints in increasing revenues from either employee contributions or taxes.
