In light of the Green Paper on pensions reform, the researcher commissioned this study examining the impact of changing the system of tax relief incentives to pension contributions. The researcher was interested, in particular, in trying to model how consumer behaviour might change, if tax incentives were changed. The report on the findings says that in order to encourage more people to save for a pension, it is not just the product that has to change, but so does the targeting of tax relief on pensions contributions.
